O aumento da frequência, intensidade e recorrência dos fogos rurais nos países do Sul da Europa, e em particular em Portugal, tem evidenciado a necessidade de definir uma estrutura de gestão florestal pós-fogo, que atue no risco de degradação dos ecossistemas a nível local, na prevenção de potenciais danos nos valores em risco a jusante, na promoção da regeneração florestal e na diminuição da frequência e severidade de incêndios futuros. Este artigo pretende discutir a(s) abordagen(s) à gestão florestal pós-fogo, através de uma revisão da literatura científica usando como termos de pesquisa ‘post-fire management’ e ‘forest’, e da análise dos discursos de agentes responsáveis pela operacionalização de projetos de gestão pós-fogo, financiados no âmbito do Programa de Desenvolvimento Rural em Portugal. Os resultados revelaram que a gestão florestal pós-fogo é um tema recente, de natureza complexa e dinâmica, que tem estado mais focado na componente ecológica. No entanto, existe um reconhecimento progressivo da importância de integrar novos aspetos, tais como a análise de custo-benefício e o envolvimento dos agentes.
Abstract
The increase in the frequency, intensity and recurrence of rural wildfires in southern European countries, and in particular in Portugal, has highlighted the need to define a structure to post-wildfire forest management. This approach needs to act on the risk of ecosystem degradation at the local level, in preventing potential damage to the downstream values-at-risk, in promoting forest regeneration and in decreasing the frequency and severity of future wildfires. This article intends to discuss the approaches to post-wildfire forest management, through a literature review, using as search terms ‘post-fire management’ and ‘forest’, and an analysis of the stakeholders’ discourses responsible for the operationalization of post-wildfire management projects, funded in the scope of the Portuguese Rural Development Program. The results revealed that post-wildfire forest management is a recent topic, of a complex and dynamic nature, which has been more focused on the ecological component. Notwithstanding, there is a growing recognition of the importance of new aspects, such as cost-benefit analysis and a greater involvement of agents.
Résumé
L’augmentation de la fréquence, de l’intensité et de la récurrence des incendies ruraux dans les pays du sud de l’Europe, et en particulier au Portugal, a mis en évidence la nécessité de définir une structure de gestion des forêts post-incendie. Cette approche doit agir sur le risque de dégradation des écosystèmes au niveau local, en prévenant les dommages potentiels aux valeurs à risque en aval, en favorisant la régénération des forêts et en diminuant la fréquence et la gravité des futurs incendies. Cet article vise à discuter des approches de la gestion des forêts après incendie, à travers une revue de la littérature scientifique, en utilisant comme termes de recherche ‘post-fire management’ et ‘forest’, et l’analyse des discours des agents chargés de l’opérationnalisation des projets de gestion post-incendie, financés dans le cadre du plan de développement rural portugais. Les résultats ont révélé que la gestion des forêts après les incendies est un sujet récent, de nature complexe et dynamique, davantage axé sur la composante écologique. Cependant, on reconnaît de plus en plus l’importance de nouveaux aspects, tels que l’analyse coûts-avantages et une plus grande implication des agents.
