O presente artigo parte da análise da repartição geográfica dos apoios da PAC, identificando uma profunda assimetria que penaliza fortemente os territórios considerados como mais vulneráveis em matéria de desenvolvimento socioeconómico e de vulnerabilidade aos incêndios. A partir destes dados, os autores elaboram uma análise crítica do processo de elaboração do PEPAC, incluindo as recomendações da Comissão Europeia.
De acordo com as características próprias do território português, incluindo a sua estrutura fundiária, os autores consideram que o atual PEPAC, seja pelos montantes envolvidos seja pelo desenho das medidas de apoio, não responde às necessidades da floresta portuguesa e muito dificilmente irá inverter a sua tendência de declínio e empobrecimento. O artigo termina com um conjunto de sugestões para aumentar a capacidade de absorção de apoios nos territórios vulneráveis.
Abstract
This article starts from the analysis of the geographical distribution of CAP support, identifying a profound asymmetry that heavily penalizes the territories considered to be more vulnerable in terms of socio-economic development and vulnerability to fires. Based on these data, the authors carry out a critical analysis of the PEPAC elaboration process, including the European Commission's recommendations.
According to the specific characteristics of the Portuguese territory, including its land structure, the authors consider that the current PEPAC, either because of the amounts involved or because of the design of the support measures, does not respond to the needs of the Portuguese forest. As such it will be very difficult to reverse its trend of decline and impoverishment. The article ends with a set of suggestions to increase the capacity to absorb support in vulnerable territories.
Résumé
Cet article part de l'analyse de la répartition géographique des aides de la Politique Agricole Commune (PAC), identifiant une asymétrie profonde qui pénalise lourdement les territoires considérés comme les plus vulnérables en termes de développement socio-économique et de vulnérabilité aux incendies. À partir de ces données, les auteurs procèdent à une analyse critique du processus d'élaboration du Plan Stratégique de la PAC (PEPAC), et des recommandations de la Commission européenne.
Selon les spécificités du territoire portugais, notamment sa structure foncière, les auteurs considèrent que le PEPAC actuel, soit en raison des montants en jeu, soit en raison de la conception des mesures d'accompagnement, ne répond pas aux besoins de la forêt portugaise. En tant que tel, il sera très difficile d'inverser sa tendance au déclin et à l'appauvrissement. L'article se termine par une série de suggestions pour augmenter la capacité d'absorption des aides dans les territoires vulnérables.
